    Even Bernie Sanders must wonder whether the United States is ready for a universal, single-payer health care program. Nevertheless, the independent Vermont senator proposed such a program last week in the Senate, along with 16 Democrat co-sponsors. But with Republicans in charge in the House, Senate and White House, Sanders’ plan probably has little chance of adoption.

    Twenty years ago, the Cassini-Huygens spacecraft began its 4.9 billion-mile odyssey to Saturn with a picture-perfect liftoff. The $3.9 billion mission — a three-way collaboration among NASA, the Italian Space Agency and the European Space Agency — was ambitious by the standards of any age. Saturn, with its dozens of moons that have fascinated astronomers since the 17th century, was ready for a nearly two-decadelong close-up.

    WASHINGTON — Many Americans’ moral vanity is expressed nowadays in their rage to disparage. They are incapable of measured judgments about past politics — about flawed historical figures who were forced by cascading circumstances to make difficult decisions on the basis of imperfect information.     On Wednesday Donald Trump demanded that Congress move quickly to enact his tax reform plan. But so far he has not, in fact, offered any such plan. Not only is there no detailed legislative proposal, his administration hasn’t even settled on the basic outlines of what it wants.
